Great Lakes Wind Feasibility Study

NYSERDA has been directed by the New York State Public Service Commission (Commission) to conduct a study of the feasibility of developing offshore wind energy in the Great Lakes adjacent to New York State.

On October 15, 2020, the Commission adopted an Order to expand the State’s Clean Energy Standard in order to meet the 70 percent renewable energy by 2030 requirements of New York’s nation-leading climate legislation, the Climate Leadership and Community Protection Act (CLCPA). In this Order, the Commission instructs NYSERDA to conduct a feasibility study of Great Lakes wind energy to consider the environmental, maritime, economic, and social issues as well as market barriers and costs of developing wind in the Great Lakes as an important step toward assessing the overall value and viability of this potential resource for helping New York achieve CLCPA goals. The Commission directed NYSERDA to commence this study within 180 days of the effective date of the Order to be completed with a total budget of $1 million.

The study will consider existing and emerging technologies for fixed and floating turbines (including icing considerations unique to the Great Lakes), new technology development timelines, geospatial conditions, resource assessment, regulatory processes, permitting requirements and risks, potential conflicts, costs and economic opportunities, electrical infrastructure, and overall cost-reduction pathways.

The Great Lakes Wind Feasibility Study will focus on Lake Erie and Lake Ontario and will consist of (i) Data and Information Synthesis, (ii) Technical Analysis and, if the Technical Analysis signals viability, (iii) an analysis of Policy Options to explore viable paths forward for Great Lakes Wind to help New York to achieve its ambitious Clean Energy Standard.

What’s New

Great Lakes Wind Feasibility Study

  • NYSERDA has engaged three contractors to conduct the various analyses comprising the Great Lakes Wind Feasibility Study and work began in early February 2021. The study is expected to be completed by the end of 2021.
  • Topics covered by the study will include a review of environmental conditions, regulatory processes, available technologies, grid interconnectivity, port use and business opportunities, current lake uses, and social impacts among others.
  • NYSERDA will be soliciting public input to the study throughout the year and will offer four informational public webinars in each quarter of 2021.

Great Lakes Wind Feasibility Study Public Feedback Session

Session held on June 9, 2021

NYSERDA is seeking feedback from community members on the scope of the Great Lakes Wind Feasibility Study. Following the completion of two public webinars to brief the community on the Study’s scope, objectives and progress, NYSERDA hosted a public feedback session to ensure Great Lakes residents’ concerns are considered within the context of the Feasibility Study. This event occurred on Wednesday, June 9, from 6:00 p.m. to 7:30 p.m. via Zoom and provided community members the opportunity to offer comments directly to NYSERDA staff and Study leads.

At registration, participants identified their top areas of interest for the Study. Verbal comments were provided during the webinar and written comments were received in the week following the feedback session. This information has been summarized and will be provided in a summary report that will be submitted to the Public Service Commission with the final Feasibility Study. NYSERDA will continue to take comments during the Study preparation period via email as well as during the remaining public webinars.
