Voucher Funding Amounts

Vouchers are currently available to fleets across New York State interested in purchasing medium- and heavy-duty vehicles (weight class 3 through 8) in one or more of the following diesel-alternative categories:

  • All-electric (BEV)
  • Hydrogen fuel cell electric (FCEV)
  • Plug-in hybrid electric (PHEV)
  • Conventional hybrid electric (HEV)
  • Compressed natural gas (CNG)
  • Propane/liquefied petroleum gas (LPG)

Vouchers cover a percentage of the incremental cost of the vehicle, the difference in cost between the alternative fuel vehicle and a comparable diesel vehicle. Voucher incentive amounts may differ by vehicle technology, vehicle weight class, and location where the vehicle is domiciled. On-Road Trucks

  • Vehicles domiciled or operating in NYC Industrial Business Zones may qualify for incentives at these levels through the New York City Clean Trucks Program instead of through NYTVIP. Transit Buses

  • Class 4-8 Transit Bus incentives were made available to the following 18 fleets:
    • Broome County Transit
    • Capital District Transportation Authority (CDTA)*
    • Central New York Regional Transportation Authority (Centro)
    • Chemung County (C Tran)
    • The City of Long Beach, Department of Transportation
    • Clinton County Public Transit
    • Dutchess County Public Transit
    • Greater Glens Falls Transit
    • Huntington Area Rapid Transit
    • Nassau Inter-City Express (NICE)
    • Niagara Frontier Transportation Authority (NFTA)*
    • Port Authority of New York and New Jersey (PANYNJ)
    • Rochester-Genesee Regional Transit Authority (RGRTA)*
    • Suffolk County Transportation*
    • Tompkins Consolidated Area Transit (TCAT)
    • Transport of Rockland
    • Ulster County Area Transit (UCAT)
    • Westchester County Bee-Line Bus System*
  • In February 2020, $16.7 million was made available (Round 1) for all of the above-listed transit agencies to procure electric transit buses. Agencies must have submitted voucher applications on or before August 18, 2021 to access Round 1 transit funding.
  • In December 2020, an additional $16.4 million was released (Round 2) for five transit operators (indicated above by *) to procure electric transit buses; these five agencies must submit voucher applications on or before August 18, 2024 to access Round 2 transit funding.
  • Transit fleets may opt out of scrappage requirement but will be eligible for lower funding amounts.
  • NYTVIP vouchers may only be combined with additional competitive funding sources to equal a maximum of 100% of the Incremental Cost of the replacement vehicle. NYTVIP vouchers can be combined with regular, noncompetitive federal funding (e.g., FTA Formula Grant 5307 and 5311 programs) that fund ordinary vehicle replacement. Federal Low-No funds cannot be used in combination with the NYTVIP voucher. When submitting a voucher application, Contractors must indicate whether their customer plans to combine NYTVIP funding with other funding sources, and if so, which programs.

Non-Road Port Cargo Handling Equipment (CHE)

  • Eligible non-road port cargo handling equipment (CHE) operators at eligible New York State port facilities can access voucher incentives for all-new or repowered BEV CHE (e.g., rubber-tired gantry cranes, straddle carriers, shuttle carriers, top loaders, side loaders, skid loader, and terminal tractors including yard hostlers operating within ports).

Other Buses and Trucks

  • BEVs must operate and be domiciled in a non-attainment (or maintenance) county to be eligible for incentives at the levels in the “Other Buses and Trucks” category.

Chautauqua, Erie, Niagara, Orleans, Genesee, Monroe, Livingston, Wayne, Ontario, Jefferson, Montgomery, Schoharie, Schenectady, Albany, Greene, Saratoga, Rensselaer, Dutchess, Orange, Putnam, Westchester, Rockland, Bronx, New York, Richmond, Kings, Queens, Nassau, and Suffolk Counties are eligible for transit and school/shuttle bus incentives through the New York Truck Voucher Incentive Program
  • Incentives at levels indicated above are available through NYTVIP for new BEV Class 3-8 shuttle buses and yard tractors, Class 3 transit and school buses, Class 3 trucks and any BEV Class 3-8 repower/conversion domiciled in one of the following counties: Albany, Bronx, Chautauqua, Dutchess, Erie, Genesee, Greene, Jefferson, Kings, Livingston, Monroe, Montgomery, Nassau, New York, Niagara, Onondaga, Ontario, Orange, Orleans, Putnam, Queens, Rensselaer, Richmond, Rockland, Saratoga, Schenectady, Schoharie, Suffolk, Wayne, and Westchester. 
  • Incentives are available statewide for Class 4-8 trucks, Class 4-8 transit buses, and Class 4-8 school buses at the levels indicated.
