The New York Truck Voucher Incentive Program (NYT-VIP) is a program created by the New York State
Energy Research & Development Authority (NYSERDA) to help speed the early market introduction of cleaner,
lower-carbon trucks and buses. NYT-VIP helps build the market by reducing the cost of these vehicles for truck
and bus fleets that purchase and operate the vehicles in the State of New York. The NYT-VIP voucher is intended
to reduce the incremental costs of purchasing or retrofitting cleaner medium-duty and heavy-duty trucks and buses.
NYT-VIP will help fleets deploy vehicles immediately and meaningfully increase the production of these vehicles and

The NYT-VIP funding comes from the Federal Highway Administration (FHWA)
Congestion Mitigation and Air Quality (CMAQ) program. The types of vehicles and technologies eligible
under the program were approved for incentives by NYSERDA, the New York State Department of
Transportation (NYSDOT), and FHWA, and are subject to contractual obligations between these entities.
NYSERDA does offer other incentive programs where additional technologies and fuels may be eligible.

NYSERDA created the NYT-VIP to speed the market introduction of low-emitting trucks and buses. Hybrid, electric, and alternative fuel trucks and buses are fairly new technology and are therefore more expensive than traditional vehicles, especially in the early market when production volumes are low. In addition, the expanded use of Diesel Emissions Control Device (DECD) equipment helps to reduce harmful emissions and the State’s dependence on foreign petroleum. NYSERDA recognizes that these vehicles and retrofit devices have the proven ability to reduce criteria and greenhouse gas (GHG) pollutants in New York and aims to accelerate the penetration of these cleaner technologies to meet state clean air regulations and climate change goals.
